Borksen lost her ‘Joker’, ‘Yes’, and ‘X’ cards during the game and learned what might happen if she chooses No. The chapter ends with Martial Law being declared across the Black Whale.

Hunter x Hunter Chapter 408 Recap
Borksen picks the ‘Aim’ card first and Morena reveals that not only does she want to destroy Kakin, but all of humanity someday. We learn that the ‘real’ Morena has likely died and the Morena right now is a Carnival Orphan. Her mother was forced to entertain the royals for several days on end and then gave birth to her before dying two years later. Morena then spent the next 20 years serving as ‘Flesh’ and only recently became the boss of Heil-Ly. But unlike what most people think, the Carnivals are still held as the most recent one happened just two years ago.
She needs people with special abilities to help her achieve her goals, and Borksen is one of them. Borksen’s first card is ‘Joker’ which she is forced to discard. Morena’s next card is the ‘Power’ card. She explains how her Nen ability grants her the power to enhance the Nen abilities of those with the same goal. As her ‘children’ gather more points, they can also then become dealers and create their own pyramid of Nen users. One of her children has the ability to sniff out Nen even in those who haven’t awakened it yet.
That’s how she found Borksen, who is a Specialist Nen ability user, although her power hasn’t been awakened yet. As the rarest Nen user much like Morena, Borksen will be able to unlock her true potential if she joins the group. Borksen’s next card is the ‘Yes’ card, which makes everyone sad. She asks what will happen to her if she chooses no and Morena says she will be silenced. But if she chooses the X card, she will be let go. The chapter ends with a shipwide announcement of martial law, and everyone looks shocked.

The next issue will likely highlight the reason behind this sudden Martial Law declaration. Many fans think it has something to do with the Kakin Prince Halkenburg’s funeral. We will learn what happened after his funeral, even though he is alive in Balsemilco’s body. The announcement will also throw Morena and Borksen’s game into disarray and fans are eager to see whether or not they’ll finish it. The Phantom Troupe, who are looking for the Heil-Ly hideout, might also make an appearance in the upcoming issue.
