10- Stussy
Stussy is a member of the CP0- the branch of Cipher Pol that answers directly to the Gorosei and when they move- historical events are said to happen. Despite her being a part of it, she’s actually a spy for Dr. Vegapunk and eventually betrays the organization. Even so, her vampiric powers are as mysterious as they are powerful. As an endgame character, she’s one of the strongest world government characters in One Piece.
9- Kaku
No this isn’t your Indian Kaku in One Piece. He’s actually named Kaku and he was the second strongest member of the secretive assassination unit CP9 whom we met back in Enies Lobby arc. He’s now part of CP0 and is expected to be its second-strongest member too. With Rokushiki (Six Powers), Haki, Giraffe Devil Fruit, and his swordsmanship skills, he’s a force to be reckoned with.
8- Rob Lucci
Rob Lucci has recently returned to the story as the leader of the CP0 crew. He’s as strong as endgame One Piece characters. Six Powers (Rokushiki) and Haki aside, he’s also awakened his Leopard Zoan Devil Fruit which makes him as strong as post-Wano Zoro- and that is no joke. This kitty leveled up just so he could square up with Luffy again but we can all expect how that went. As a returning villain in the endgame, Rob Lucci is one of the strongest World Government characters in One Piece.
7- St. Jaygarcia Saturn
Saint Jaygarcia Saturn is the first member of the Gorosei (The Five Elders) that we got to see in action. Going by previous One Piece trends we can expect him to be the weakest of them all since his powers were the first introduced. He’s had some formidable feats but he’s still no match for Gear 5 Luffy and even seems weaker than Kaido in comparison. And that’s honestly expected since he looks like a cow-spider hybrid.
6- St. Topman Warcury
Saint Topman Warcury is the giant boar dude with 4 horns and till now the only notable thing he’s done is fire off a wave of Conqueror’s Haki as an attack- pretty basic but we also got to know that the World Government does have Conqueror’s Haki users so that’s cool. As a Gorosei member, he’s assuredly one of the strongest World Government characters in One Piece.
5- St. Shepherd Ju Peter
Saint Shepherd Ju Peter is the sandworm dude who tried to swallow Luffy whole- hungry much? He’s One Piece’s version of Dune franchise’s sandworm and that’s about all he’s got- for now. Bro got his mouth cut off by the Elbaf Giants Dorry and Broggy but he still healed it back immediately. Seeing how bro is a reference to a massive monster from another franchise, he’s definitely one of the strongest World Government characters in One Piece.
4- St. Ethanbaron V. Nusjuro
Saint Ethanbaron V. Nusjuro is the Gandhi-looking dude with a sword. This old man can turn into a skeletal horse and he has a cool-looking sword that can use to freeze and slice through enemies- kind of like Brook. We’re expecting him to take on Zoro in the future and if he does that will make him the second strongest of the Gorosei. Considering he has similarities to Brook and is probably stronger than Zoro, he’s one of the strongest World Government characters in One Piece.
3- St. Marcus Mars
Saint Marcus Mars can turn into a giant creepy bird with draconic and demonic features so of all the Gorosei he looks the scariest and most otherworldly. Going by looks alone and considering he was the one who attacked the Labophase and pursued Dr. Vegapunk’s transmission- we can safely assume he’s the strongest of all the Gorosei and thus one of the strongest World Government characters in One Piece.
2- St. Figarland Garling
Saint Figarland Garling is someone related to Shanks. His lineage once ruled over the races in God Valley and Shanks is either directly or indirectly biologically related to him. That alone should tell you about his narrative weight in the story. Recent revelations also reveal that he’s the Supreme Commander of the God’s Knights- a group of fighters who haven’t yet been introduced into the story and remain a giant mystery with only a mention. He’s also hinted to have permanently scarred Whitebeard- the former Strongest Man in the World. We believe that easily casts him as one of the strongest World Government characters in One Piece.
1- Imu
Is it any wonder that the guy who sits on the Empty Throne and orders the legendary Gorosei, who for the longest time was thought to be the strongest World Government character in One Piece, was casually bowing to and taking orders from Imu? During Sabo’s confrontation with the Five Elders, he saw the transformations of the Gorosei and Imu. Considering Imu also likely has another God Zoan Devil Fruit like Luffy, he’s very likely the final villain of One Piece. Thus when talking about the strongest World Government characters in One Piece, Imu has to be at the top.
