The Gorosei aren’t Devil Fruit users in One Piece because there’s too much that doesn’t add up. They seem to be immortal and they aren’t at all hesitant about the sea- that and plus the fact that they all resemble mythical creatures and thus Zoan fruit users might just be the answer to this mystery. The Gorosei Aren’t Devil Fruit Users In One Piece
Well, not exactly but close. The Gorosei aren’t Devil Fruit users but the key word here is “users”. We know Saturn has the mythical Ushi Ushi No Mi: Model Gyuki but based on what we know about Zoan Devil Fruits- they have a will of their own. Additionally, they all possess abilities that cannot be explained by Devil Fruits alone. Let us get into the fruit and potatoes of this mystery below.
“Zoan Devil Fruits Have A Will Of Their Own”
As we know from Impel Down, Zoan-type Devil Fruits have a will of their own because they are living creatures- ancient, mythical or normal. This is why when someone transforms into their respective Zoan creature, they portray the creature’s personality and characteristics along with their physical appearance and strength.
We first meet awakened Zoan users in Impel Down acting as prison guards and we learnt how they had lost their original personalities and came to possess the personality of their respective Zoan Devil Fruits. Most awakened Zoan users lose their personalities if they are lacking in willpower or Haki and this is what happened in Impel Down. We saw how Luffy or Lucci is different from them and they still retain their senses after awakening.
Knowing how the Gorosei are all modeled after mythical youkais (creatures from Japanese folklore, generally evil), have lived for 800 years, and possess the signature cloud formation of Awakened Zoans, it is theorized that they have long lost their humanity and have become the actual “Devils” inside their Devil Fruits. All that remains of their humanity is just the skin- an empty shell.
Thus, they aren’t Devil Fruit users as much as that they are the actual Devils themselves. This would also explain their excessively evil nature. Maybe if Luffy also lived for so long, he too would have become the actual Sun God Nika, instead of just being a personification of his spirit.
Unexplained Abilities Of The Gorosei
The Gorosei aren’t Devil Fruit users as they have many unexplained abilities that could have their origin in Saturn’s science, Imu or something else entirely. For starters, anyone below a certain rank in the Marine or the World Government would have their heads exploded if they even looked at the true form of one of the Five Elders. While only Saturn has shown this in action, it is hinted that all of them can use it.
Another mysterious ability would have to be their power to summon other Gorosei members through Devilish magic-circles. This also could be just Saturn’s ability because he traveled to Egghead before summoning the rest of the Elders with dark magic circles. Saturn himself also first appeared in his transformed state over a dark magic circle.
The Gorosei are also shown to be fearless against the Sea with Warcury even jumping headfirst into the sea to attack Sunny. It is also theorized that their Haki is so strong that they can intimidate and dominate the sea itself implying that they are stronger than the Sea Devil which hates all Devil Fruit users. They could also not be “users” but the Devils themselves which could explain why normal Devil Fruit rules don’t apply to them.

Finally, all of the Gorosei can instantly recover from any damage or injury. This could also be the effect of the Immortality Surgery from Law’s Ope Ope no Mi that was performed on all of them but it seems unlikely that at least 5 previous users of the Ope Ope no Mi had to die to make all of the 5 Elders immortal.
