The Strongest Haki Users in One Piece, Ranked
For the strongest Haki users in One Piece, we’re mainly going to focus on characters who are confirmed to be still alive and kicking. Otherwise, we’d see the likes of Gol D. Roger, Rocks D. Xebec, Whitebeard and Joyboy on this list who are already long dead.
5- The Gorosei
This might feel like a copout but all members of the Gorosei have battle scars from their time as elite warriors in God Valley. While we still don’t know their full origin story or the full scale of their strength, they have already showcased using Conqueror’s Haki and an Armament Haki strong enough to not only withstand but also hurt Luffy’s Gear 5– which overwhelmed Kaido- the Strongest Creature.
4- Hawkeye Mihawk
Whether his title as the World’s Greatest Swordsman is true or not, he is the goal of Roronoa Zoro is likely second only to the likes of Ryuma- the Legendary Sword God from Wano, 900 years ago. He’s confirmed to be stronger than Shanks when it comes to swordplay and is alone worthy enough to garner a 3.5 Billion Berry Bounty from the WG despite having no crew- easily making him one of the strongest Haki users in One Piece.
3- St. Figarland Garling
Just like Oden had permanently scarred the Strongest Creature Kaido, the only one to have permanently scarred Whitebeard, the Strongest Man, is hinted to be St. Figarland Garling. He was previously the King of God Valley and now serves as the Supreme Commander of the God’s Knights- a mysterious group of knights that have never been deployed yet. He’s also the only one who can pass judgement on and execute the Celestial Dragons. He’s also hinted to be the father of Shanks.
2- Shanks
In terms of raw strength, Shanks follows in the footsteps of Gol D. Roger- making him one of the strongest Haki users in One Piece. He’s purely a Haki-based fighter and he’s known as the Killer of Observation Haki because he sees the outcome of any fight before the fight even begins. He’s also rumored to have the most overwhelming Conqueror’s Haki in the whole verse. To put it in perspective, his Conqueror’s was able to physically damage Whitebeard’s ship before the time skip.
1- Nerona Imu
Just like Blackbeard, Imu is touted to be one of the final villains of One Piece. Imu is the one who sits on the Empty Throne and commands the likes of Gorosei. Back when King Cobra was assassinated and Sabo discovered this secret in Mariejois, we saw all of the Gorosei, including Imu transform into their devil forms- hinting that Imu is not only on par with them but in all likelihood, even stronger than them. They are easily one of the strongest Haki users in One Piece- considering they’ve been ruling the world for the past 800 years.

Garp and Rayleigh are also some of the strongest Haki users in One Piece history with Garp even going toe to toe against Roger but since they are old, even with their Haki feats, their age wouldn’t carry them far in a heated battle today. Kaido and Akainu also need a mention but from what we’ve seen, they rely more on their Devil Fruits than in their Haki.
